一、 定义 （一）国家安全 ：①National security is a concept that a government, along with its parliament(s), should protect the state and its citizens against all kind of national crises through a variety of
power projections, such as political power,diplomacy, economic power, military might, and so on. ② Macmillan Dictionary , defines the term as the protection or the safety of a country’s secrets and its citizens emphasizing the overall security of a nation and a nation state ③The 1996 definition propagated by the National Defence College of India accretes the elements of national power:
"National security is an appropriate and aggressive blend of political resilience and maturity, human resources, economic structure and capacity, technological competence, industrial base and availability of natural resources and finally the military might." ④Harold Brown, U.S. Secretary of Defense from 1977 to 1981 in the Carter administration, enlarged the definition of national security by including elements such as economic and environmental security
"National security is the ability to preserve the nation"s physical integrity and territory; to maintain its economic relations with the rest of the world on reasonable terms; to preserve its nature, institution, and governance from disruption from outside; and to control its borders." ⑤ In Harvard University history professor Charles Maier"s definition of 1990, national security is defined through the lens of national power
"National security... is best described as a capacity to control those domestic and foreign conditions that the public opinion of a given community believes necessary to enjoy its own self-determination or autonomy, prosperity and wellbeing."
（二）传统安全：传统安全主要是指国家安全，或者说国家政治安全与军事安全是国家安全的主要内容。出自陆忠伟的著作非传统安全论 （三）非传统安全：
非传统安全是指除军事、政治、外交之外的，由非国家行为采用非军事手段对主权国家及人类整体生存与发展产生威胁而引发的安全问题。如果说传统安全关注的焦点是军事领域，那么，非传统安全则更多地关注安全的非军事性质，包括经济、环境、信息发展、公共健康、贫困、恐怖主义、海盗、毒品泛滥等领域，既涉及到国家、机构和组织，也关系到个人。

（四）公共安全：
Public security is the function of governments which ensures the protection of citizens, organizations, and institutions against threats to their well-being – and to the prosperity of their communities

：①1988 年美国医学研究院将其定义为是确保安全健康的居住环境，满足人们的社会需求。
②1920 年美国公共卫生运动学者 Winslow 提出的定义：公共卫生是指预防疾病、延长寿命、促进健康和有效组织卫生资源的科学和艺术；通过有效组织各种力量来维持环境卫生、控制传染性疾病、提供个人卫生教育、为疾病早期的预防性治疗和诊断组织医护人员，以及建立一套社会机制使每个人都有足够能力维持健康的生活标准，从而使得每一个公民都意识到他们生来就有健康和长寿的权利。1952 年被 WHO 接受并沿用至今。
③2003 年吴仪提出公共卫生是组织社会共同努力，改善环境卫生条件，预防控制传染病和其他疾病流性，培养良好卫生习惯和文明生活方式提供医疗服务，达到预防疾病促进身体健康的目的。
④就是以环境、公众、健康为模式，针对人群中疾病的发生和发展规律，运用各学科的理论、知识、技能研究社会和自然环境中影响健康和造成疾病的主要因素，探求病因和分析这些致病因素的作用规律，以法律规定为依据，并通过公共措施实施预防和控制，以达到保护和促进公众健康的目标。公共卫生就是政府对每一位公众的福祉。内涵：公共卫生安全所要求的公共服务主要包括卫生监督执法和重大疾病控制与预防，其中卫生监督执法的工作内容为食品和药品、职业劳动卫生、环境卫生、学校卫生、公共场所卫生等监督检测；重大疾病控制与预防的工作内容为性病、艾滋病、结核病等传染病、地方病的检测与报告、疫情处理、消灭以及健康教育。
（七）公共卫生安全：
WHO 全球公共卫生安全的定义是：为尽可能减少对危及不同地理区域以及跨国范围公众群体健康的紧急公共卫生事件脆弱性 康的紧急公共卫生事件脆弱性而采取的预见性和反应性行动。
